Policy Brief: Impact Assessment of Extended Alcohol Sales Hours in Thailand

This report examines the impacts of extending alcohol sales and entertainment venue operating hours in five pilot provinces of Thailand. The study analyzes road traffic injuries and fatalities, drink-driving cases, community and public safety concerns, the burden on public services, as well as tourism and economic outcomes. The findings highlight potential health, social, and safety risks associated with extended alcohol sales hours and provide policy recommendations to support evidence-based decision-making on alcohol control measures and sustainable tourism development.

A Study of the Impacts and Changes Following the Reform of Traditional/Community Liquor Laws on the Dynamics of Alcohol Production, Distribution, and Consumption in Thailand: A Multi-Regional Case Study

This research examines the impacts and changes following the reform of Thailand’s community liquor production regulations in 2022. The study investigates alcohol production, distribution, and consumption across four regions of Thailand, as well as the economic, social, and policy implications of the legal changes at the local level. Findings indicate that the revised law has reduced barriers for small-scale producers and created new economic opportunities for communities. However, challenges remain regarding production standards, licensing procedures, law enforcement, public understanding, and product quality control. The study provides policy recommendations aimed at balancing grassroots economic development with the protection of public health and consumer safety in a sustainable manner.

การประมาณการผลกระทบและต้นทุนทางเศรษฐศาสตร์จากมาตรการลดภาษีไวน์และสุราแช่

The Impact and Economic Cost of Wine and Local Liquor Tax Reduction

This study examines the effects of Thailand’s wine import tariff exemption and excise tax reductions on wine and local fermented alcoholic beverages implemented in February 2024. The research analyzes changes in alcohol prices, wine imports, and consumption patterns, and estimates the economic and social costs associated with increased alcohol consumption. The findings indicate that the tax reduction measures contributed to higher consumption of wine and local alcoholic beverages, leading to substantial economic and social costs. The study provides evidence to support policymaking on alcohol taxation and alcohol control measures in Thailand.

Survey of Alcohol’s Harm to Others (AHTO): A Study of People Aged 15 Years and Older in 12 Provinces Across Thailand

This study examined the impacts of alcohol consumption on people other than the drinkers themselves, commonly referred to as “Alcohol’s Harm to Others (AHTO)” or secondhand alcohol harm. The survey included 3,927 respondents aged 15 years and older from 12 provinces across Thailand. It explored the effects of others’ drinking on families, communities, workplaces, and children, as well as harms associated with heavy drinkers and intoxicated strangers. The findings provide important evidence on the social and health burdens caused by alcohol use and can support the development of more effective alcohol control policies and public health interventions in Thailand.

Health Literacy on Alcohol-Related Issues and Alcohol Control Policies among Thai People: A Case Study of Individuals Aged 15 Years and Older in 12 Provinces Across Thailand

This research examines health literacy related to alcoholic beverages, drinking behaviors, public attitudes toward alcohol control policies, and experiences with law enforcement among Thai people aged 15 years and older. The survey collected data from 3,924 respondents across 12 provinces representing all regions of Thailand. The study also investigates the consumption of untaxed and informal alcohol products to better understand public knowledge, perceptions, and attitudes regarding alcohol-related harms and regulatory measures. The findings provide valuable evidence for strengthening alcohol control policies, public communication strategies, and health promotion efforts in Thailand.

The study “Perspectives on the reasons for alcohol abstinence toward developing an innovative prototype to promote alcohol refusal among adolescentsand youth” explores the factors and motivations that lead young people to refrain from alcohol consumption, including both non-drinkers and those with drinking experience. Using quantitative and qualitative approaches, the study examines the roles of personal values, social norms, perceived consequences of drinking, legal factors, and environmental influences. It also develops and evaluates prototype innovations aimed at strengthening alcohol refusal among Thai adolescents and youth, providing evidence to support long-term alcohol prevention strategies.

The study “Valuation of Willingness to Pay for Reducing Losses from Drunk Driving Behavior: A Case Study of Surat Thani Province” examines the attitudes and perceptions of the public and alcohol retailers in Surat Thani Province regarding drunk driving. It evaluates the willingness to pay and the statistical value of life associated with reducing drunk-driving-related harms, and identifies factors related to preventing road traffic losses. The study “Lived Experience of Late Adolescent Females with Binge Drinking” explores the experiences, perceptions, and meanings of binge drinking among females aged 18–24 years. It examines the factors influencing binge drinking, its consequences, and the role of gender norms within the Thai social context. The findings reveal that binge drinking is associated with self-expression, gender equality, emotional coping, and social relationships, while also contributing to health problems and vulnerability to sexual harassment. The study provides valuable insights for developing culturally appropriate prevention and intervention strategies for young women in Thailand.
